Pre-inspection readiness for HUD-assisted propertiesBuilt by All Building Services LLC

Terms of Service

The agreement between your company and All Building Services LLC for using REAC Photo-Check — plans, the free trial, billing, AI limits, and the rules of the road, in plain English. Last updated: November 4, 2026.

One product, two names: NSPIRE Photo-Check and REAC Photo-Check are the same product and the same account — use whichever name your team knows. This page covers both.

1. The service

REAC Photo-Check is a subscription web application operated by All Building Services LLC (“we,” “us”) that helps apartment property teams prepare for HUD REAC/NSPIRE inspections: standards-based checklists, photo records, deficiency tracking with assignments and manager verification, and readiness reports.

Scores are estimates. Readiness scores in the app are calculated using HUD’s published NSPIRE scoring approach, but every score is a projected estimate — not an official HUD score. REAC Photo-Check is not affiliated with, endorsed by, or acting on behalf of HUD. Only HUD’s own inspections produce official scores, and using this app does not guarantee any inspection result. You remain responsible for your properties’ actual compliance.

2. Accounts

  • Accounts are for companies (property management firms, owners, and housing authorities). The person who signs up becomes the account’s owner (Property Manager role).
  • Signup requires a verified business email and a verified mobile phone number (landline and internet/VoIP numbers don’t qualify). Keep your team’s sign-in information and PINs confidential — activity under your accounts is your responsibility.
  • Access inside a company is role-based: Property Managers and Senior Property Managers see the whole company; Superintendents and Maintenance Techs see only the properties they’re assigned to. You are responsible for keeping your team list and assignments current, including removing people who leave.

3. Free trial

  • New customers get one 30-day free trial, no card required, with full features for one property.
  • The 30 days run from when the account is verified and the first trial property is added.
  • The trial limit is one per company, one per property street address, one per email address, and one per phone number. Creating additional accounts or companies to repeat a trial is a violation of these Terms and the extra accounts may be closed.
  • Reports produced during a trial are marked “TRIAL.”
  • When the trial ends without a subscription, the property becomes read-only: history and reports stay viewable, but new inspections cannot be started until the property is subscribed.

4. Subscriptions and billing

  • Subscriptions are per property: Base $99/month or Plus $129/month, with the property’s whole team included — no per-seat charges.
  • Payment is made through Stripe’s payment pages. Paying alone does not activate a property: the account owner confirms the payment inside the app, and activation takes effect at that confirmation. The next charge date is 30 days from activation, monthly thereafter.
  • Plus adds AI photo-checking (500 checks per property per month included) and the Fail Recovery pack (HUD report reader, correction clocks, fastest-path ranking) for that property. Accounts designated as comped by us receive Plus features without charge.
  • Housing authorities / invoice billing: where we enable invoice billing for your company, properties are entitled without card payment, on net-30 invoice terms.
  • Prices may change; changes take effect at your next renewal and are announced by email at least 30 days in advance.
  • Monthly fees are not refunded for partial months.

5. Past-due payments and cancellation

  • If a payment fails, the property is marked past due and you have a 7-day grace period with full access to fix the payment. If it isn’t fixed within the grace period, the property becomes read-only until payment is made. Paying restores full access.
  • You may cancel a property’s subscription at any time from the Billing screen. Cancellation takes effect immediately for new work: the property becomes read-only, and your history and reports remain viewable under the retention terms of our Privacy Policy.
  • We may suspend or end accounts that violate these Terms, abuse the trial, or use the service unlawfully, with notice where practical.

6. AI features

On Plus properties, AI photo-checking includes 500 AI photo checks per property per calendar month — Pass / Fail / Doesn’t match this checkpoint; the human always decides, and overrides are logged. When a property reaches its monthly allowance, AI checking pauses until the next month; all manual features continue to work normally. Plus also includes AI extraction from uploaded HUD reports.

AI output is a suggestion, not a decision. Every final verdict is made by your team, and every imported HUD-report item is shown for manager review before it is added to your records. AI features depend on a third-party provider and may occasionally be unavailable; when AI is unavailable, all manual features continue to work normally.

7. Your data

  • Your company owns its data — properties, inspections, photos, notes, and reports. You grant us the limited permission needed to store, process, and display that data to operate the service for you (including sending photos to the AI provider and text to translation services on Plus, as described in the Privacy Policy).
  • You are responsible for having the right to record and upload the content you put in the app, including photos of units and any inspection reports you upload.

8. Acceptable use

You agree not to: repeat trials through extra accounts; share accounts between separate companies; attempt to access another company’s data; probe or disrupt the service’s security; use the service to violate any law or regulation; or present app scores or reports as official HUD documents.

9. Availability and liability

  • The service is provided “as is.” We work to keep it available and reliable, but we don’t promise uninterrupted service, and scheduled maintenance or provider outages may occur. We disclaim warranties to the fullest extent allowed by law.
  • We are not liable for inspection outcomes, HUD scores, fines, or funding decisions. Our total liability for any claim connected to the service is limited to the fees you paid us in the 12 months before the claim arose.
  • Nothing in these Terms limits liability that cannot be limited under applicable law.

10. Governing law

These Terms are governed by the laws of the Commonwealth of Pennsylvania, without regard to conflict-of-law rules.

11. Changes to these Terms

If we change these Terms in a way that matters, we will update this page and notify account owners by email before the change takes effect where practical. Continued use after a change takes effect means you accept the updated Terms.
